Anyway I can run it without steam?

I want a game that can open and start without using steam or cheching for being online at the start. When I bought the game it forced me to use steam etc.

You can run it without steam.
You just need to download it via steam.
If you want to keep older versions because of mods etc. just copy the Eu IV folder from steam somewhere else.

Not entirely true, anymore.

Yes, you can still initiate the executable without Steam, and it appears to work fine for the most part. But there are some documented anomalies that happen when the Steam Client is not running. Where there are some, confidence diminishes that there aren't more.

Plus your DLCs stop working if you don't periodically run the game in Steam.
