Can i raise the relationship with a country only through paying hard cash or can i do something else? is that maybe that bad boy thingy that i've seen around here somewhere?

If you are allied to them and at war, try to get them a province in the peace. This boosts relations enormously. You could also make a trade agreement so that your merchants dont knock out their merchants (gives a -5 relations hit), though this is inadvisable as it buggers your trade effieciency and income.

It's almost impossible to become a great power without angering most other nations. If you own someone else's core province (even if it's a core for you as well), your relations will deteriorate. You can't trade efficiently if you have too many trade agreements, so you'll wind up hurting relations just by trading. Religious tolerance helps, but it's usually more important to keep your own provinces from revolting. Anything that adds badboy points, like expanding your country enough to have a decent economy, will hurt relations.

In most cases, you'll just want to pick a couple of countries that you want to be allies with and make friends with them. In most cases, other diplomatic efforts are a waste.

Some countries charge a huge premium for gifts, and until later in the game it's just not worth the price. In my opinion, the middle gift option (personal gift) gives the most bang for the buck, but you may have to invest in the expensive state gift if you're not generating many diplomats.

For same religion countries that have no casus belli, nor wars, are not allied, and have no BBs (i.e. do not interact), relationships will tend to a friendly +125. For countries with different religions that have zero tolerance to the other one (you might be tolerant but he will probably be not) relationships will tend to -200. The speed of change is at about 1 per month (about 10 per year). RM and getting into each other alliance if one is the leader provides an instant boost.
You will have to spend money if you want something from somebody except if it is:
MA, RM, TA. These things do not rely on high relationships, although a high relationship will undoubtely help.

MA and TA you probably need +50 or better.
RM is a strange beast, you will ususally get one between -150 and -10, and then again from +40 unpwards.

Best way though is still to get land for allies in peace, and as has been pointed out you only need care what your allies (and potential vassals) think of you and respond to war support.

I got MA yesterday with +25. I was Russia and I asked Portugal who is not in my alliance (I don't have an alliance to start).

I got TA a few times with -200, although that was in 1.07.

I got MA with -100 (with a sunni country I had no relations with, yet - OE), but was refused by Aragon (I was testing with Austria, 0 BB, no CB on each other, both at peace) with +125. :D

For RM, numbers are -150 to -1, and +20 to +200. Tough from +20 to +50 you need a good DIP skill and a bit of luck.

I think TAs depend on relative TE, and not much on relations.

Oh, yes : avoid embargoing other countries. It gives a -100 to your relations with all other same religion (same as your target) countries. ;)
Also, avoiding DoWs, Force-Annexations, and greatly limiting the number of Diplo-Annexations (by 'feeding' your vassals with provinces/conquests, especially if you're gonna inherit them through an event) also help to keep a decent relations with everybody.
And off course, a very low BB is mandatory (hence the second importance to avoiding DoWs & FAs & conquests of provinces in offensive wars).
And : using EST for trade, as each competition of a merchant gives a -5 to relations.

There are tricks like enter Royal Marriage (RM) then break RM then enter RM then break RM on and on. Each break of RM costs -1 stability. But if you are already at -3 stability there's no cost but only a small risk of revolt(s) somewhere (and some diplomats used up). Stability is not much of a concern for tiny nations so using this trick can make more sense than trying to pay for improved relations. A royal marriage adds +15 to relations. Getting RM when between -10 to +40 relations is difficult. And RM can only be entered for countries having certain religions given your religion.

And entering/creating an alliance adds +20 relations; though you might not so frequently asked to enter an alliance and you need a CB to ban a nation from an alliance you create. And many nations will not get into an alliance with you unless you border either them or one of their neighbors. And an alliance is mostly only formed when already at positive relations. So alliance, break alliance, on and on is another way to improve relations but it also has limitations.
