For what purpose? What is the issue that you need to get rid of?
Read the posts in the HOI 4 Tech Support forum. Many of them have instructions to uninstall the game without leaving a trace, and to reinstall it from scratch. Or just make a new post there. You need to register the game with your forum account in order to access that forum.
