The reminder itself is unclear, but rather than refit seems to aim towards using those stockpiles, it appeared well after I had been building the replacement model for a while.
The alert is that you have planes (of any type, whether or not obsolete) in storage that you could use to build a wing, while at war.

If you clear it, then you won't get reminded again about those particular planes. Only if you produce new planes, that aren't being assigned to any air wings.

Yup. If you have spare planes, send them off to war. You won't get any kind of penalty for having lots of planes in a theater, and you have infinite fuel and pilots.

HE-51 biplanes are inferior to 109s, but still better than no planes at all.

The air wings use manpower, and there is a capacity limit on the air bases. But nothing to stop you using them in secondary theaters, if you have no MP issues.

HOI4 doesn't simulate fuel or spare parts
It does; the game just doesn't make these separate categories from equipment. Put your troops to use, say in an exercise, and you'll see them start to need more equipment even though they were 100% equipped to start. That's the fuel and spare parts to make repairs. (Also the reason it takes oil to build things like tanks, which of course do not actually contain any oil in just the actual tank itself. It's only when you use it that you need oil.)

HOI4 doesn't simulate fuel or spare parts, so there is no downside to putting vehicles on the field, except maybe if you don't have the supplies for them. Old tanks are better than no tanks at all. They still do damage, they still provide armour protection for your divisions, and they still move fast. If I was a WWII grunt, I'd rather have interwar tanks, guns, and aircraft for support than no support at all.

And that is a failing of this game,
As for moving fast, as stated, yes, but keep in mind a Panzer I was somewhat slower than a Panzer II

Either way, obsolete vehicles fighting alongside newer ones is actually perfectly historical. There were Panzer Is participating in the invasion of the Soviet Union in 1941.

But it is less than desirable, and might not be a good idea to do so.

If you still have a large number of Panzer Is lying around by 1944 you've essentially produced way too many of them, and/or not used them enough, which are different topics entirely ;) . Simple solutions: build fewer Panzer Is at game start.
Or, you know, took less casualties than you expected.

None of which is relevant to my point: that it costs nothing to field and maintain tanks, so you may as well use them instead of having them gather dust in the reserves, manpower and supplies permitting, of course.

But it is less than desirable, and might not be a good idea to do so.
Still a better idea than to have them rust in some warehouse. Again, if I was a foot soldier, I would rather have an interwar tank supporting my squad than nothing at all.

Or, you know, took less casualties than you expected.
Of course. Then next time you play you can take that experience with you and produce fewer of them :) .

Keep in mind, I'm not saying it wouldn't be handy to scrap some old units or use them as trainers for some sort of bonus to initial division experience or something, I'm just saying that obsolete equipment isn't as useless as many seem to think. It just happens to not be the best you have.

My issue with scrapping equipment is nothing to do with realism having a 'hail Mary' equipment pile. Late in my current game I have just counted 36 different planes in the list when trying to create a new air wing, As every version of every plane seems to be there. Scrolling up and down this list repeatedly is time consuming. Lend lease appears to be a non starter as not all planes are listed to give away.

A filter to show or not show particular equipment might be nice, another option might be to select the generic type e.g. 'fighter wing' and allow AI to select the models used.

As Garvs1066 said, it is annoying to scroll through dozends of planes to find the right one, but what more troubles me is, that looking at my stockpile does not show me a usable amount of equiment. Even clicking it to check the detail-view makes it hard to guess which plane/gun etc is of acceptable quality and which is to old to matter. After conquering a few countries, there is just to many names and to much old equipment that I don't care to use for frontline divisions.

I would like three things:
- see Equipments grade in the short-name(the one shown equipment detail view) and a sorted list with best up top( in every detailed equipment list including Division Template and plane selection)
- an ignore-checkbox at each item (or grade of equipment) in the detailed equipment view, so that the number in stockpile view represents the amount of equipment I deem useful
- Lend-Lease old foreign equipment; someone might still love to use it

But is it something Paradox should work on is bases on:
Gameplay: "easier to control equipment quality", "higher lend-lease volume" => still a small impact
Usability: "easier access to equipment quality" "more overview for those that care" => I fear still a small impact depending on the amount of players that like to micromanage such things.
Irritation: Quite annyoing, but I guess I'm pedantic that way

Still I hope Paradox attracts many gamers that are into detail to vote this up :)

I'm pretty sure the Devs are adding a feature for the next patch/expansion where you can refit outdated tanks to be TD's, SPArt, or SPAA. It won't help with the biplanes or the rifles, but it could be pretty cool.

Now if you could also upgrade equipment to a different variant within the same model, that would be amazing. Sure, those biplanes would still be biplanes, but with a new engine and a bigger machinegun, they might just be servicable.
