As the title says, how can I scarp those obsolete planes that are collecting dust in my stockpile?

why would you? you might need them later - it's not like you have limited amount of space or anything. if at any point you run short on modern aircraft, you can pull from these to reinforce your air wings. they're not optimal, but it's better than not being able to send planes into the air.
Because its really immersion breaking, no one is going to issue WW1 vintage planes during 1943 even if things are not going well. Its just a waste of trained pilots.

You're not forced to issue them, are you? They lie in storage waiting in case you literally have no better options. The realistic alternative would be melting them for scrap metal or something, but I don't see a point in simply discarding them for the sake of not having them around.

If I run out of newer models them automatically the older stuff is used as replacement as far as I know.
