Does anyone know what determines if a nation is civilized or not when released? I am playing as Japan and want to create civilized dominions around me but when i release the conquered colonial lands, they come out as "non-western" or "partially westernized" or "mostly-westernized". There is civilized=yes in the country files but when i release Taiwan, sometimes it comes out as civilized and sometimes don't. Can someone explain me the exact mechanics in this subject?
