Played a game with inti now too and had no problems with reforming.
Did you core all your colonies/provinces? Colonies don't give overextension anymore, but they appear in the overextension screen. Maybe the game checks if you have provinces in this screen, because one requirement is to not have overextension.
This. I couldn't reform until I'd cored all my former colonies. You can have colonies in development, but when they're done they have to be cored before you can reform.
