I have a really hard time understanding the popupwindows in the POP information.

In this image (not sure if I succeded in uploading it) 48 % of the POP is supporting the socialists. Under that is the bace chance. I assume that indicates the base chance for the POPs to support the socialists. But what decides the base chance?

I don't get the info below that either. I understand what it means, but not how to interpret it.
Am I right when I think that if the the militancy is below a certain value, then it's a 400 % increase in chance of them joining the socialists?

And what does the "At least 10 % want social reform" mean? I understand that it's complete and that they want a social reform, but how does this affect their chance of joining the socialists?. It's hard to tell when it does not show any percent.

I hope someone can make this clear to me, because I have not a clue, even though I've played the game for a long time.

i am not sure either. But my guess here is that, let's say the last two lines, you have to get militance below 6.0 and at least 50% pop want this reform. If so, you will have +400 modifiers. So basically, the conditions after one ":" should be treated together, whatever they are separated or not.

Each of the bits with +400% are a pair, none of these factors are met. Basically, while militancy is below 6 this pop is 5* more likely to become socialist for each 5% of social reform desire it has (If militancy is above 6 they will go communist instead).
