Also, raising your education slider in the budget screen above 50% raises your literacy

And literacy improves your clerks ability to do research? Or does it do more?

As far as I know, yes. Also, clergymen raises the research (until a certain culture upgrade, something with darwin I think, where clerks double their efficency and clergymen loose some of theirs). I'm not sure about capitalists and aristocrats, but they might give a bonus too.
