Playing as France, Custom Start, I can Prepare For War as of the first day by gaming the techs, ministers, and Very Hard difficulty.
Then I switch to Very Easy
While I'm reasonably sure I can raise Italy's threat fast enough to fight a winter 1936 war invading Italy, and after that my threat will be high enough to fight anyone I want compared to my neutrality, that doesn't change the fact that when I tried without raising Italy's threat, I found myself at threat 9.27 vs him, he had 2.something threat vs me, and I had 13.77 neutrality (somehow, despite starting at IIRC 75% and PFW being -60 overall, and Rhineland being -3...).
How could I raise my own threat instead? You'd think a government could issue more warlike and threatening propaganda and scare nearby governments? Because while raising his threat does give me enough to attack him by late October mathematically, I'd really prefer doing it earlier so that I don't end up slogging through the Alps in winter... though autumn shouldn't be much better.
EDIT: I am also extremely pissed off that I have to click on the requirement for consumer goods EVERY SINGLE DAY while raising unity/lowering neutrality to ensure I get as much out of my limited initial IC (132 effective) as I can (the consumer goods requirement is dropping 0.3-0.4 per day... which is a lot when you are trying to mass-produce IC at 4.83 a pop with a carrier at the top of the queue to keep carrier practical up eating a big chunk of it... and a few naval bases because I underestimated the supply consumption of a few units).
