You no longer have the ability to manually promote pops.
You can encourage POPs to consider new careers by a combination of using National Focus points in regions where you'd like bigger POPs of a certain category, keeping tax rates low in the bracket your target POP is so they keep more of their income, and for some POPs increasing your spending on things like education and administration (though that doesn't help for clerk POPs)
In your case, the best strategy would be to use national focus points, low taxes, and encourage profitable factories via subsidies if needed (and affordable).
One more question. Where do you find infamy? The strategy guide says it is "hidden in the diplomacy tab." Maybe I'm blind but I can't see it there. Thanks!
Click on the diplomacy-tab, select your nation and then select the tab which shows the ongoing wars.
On the right-hand side of the screen you can see your infamy
