The HOI 2 system was way better, with commanders that could command 1,3,9 or 12 divisions. For just one example, you want to keep the genius commander your 3 divisions of elite panzers away from your idiot 1 skill field marshal who outranks him. It was a good mechanic but with the current system I always end with Zhukov simultaneously masterminding Bagaration and overseeing the militia sitting around in Vladivostok. The only way to preserve order of battle is to have freaking 24 division maneuver groups, which is way too big for majors and absurd for minors. Any country with less than 25 divisions effectively has only general in the entire nation, the best one. Rather than organizing your army in a logical/historical way and assigning your generals to the jobs they are best suited for you just teleport Zhukov wherever the action is.

I don't see why you'd do that. I had Zhukov managing either a 24 unit of mobilized , tanks, infantry, or managing half of my front line divisions. The other front line was marshalled by Mr. Big Mustache. And he did a good job with defensive bonuses.

With USSR I had 3 to 4 field Marshalls, about 15 armies.

If you want a corps just assign 5 divisions to an army. It is insignificant on a war of this scale except for volunteers, expeditions.

The guys in Vladivostok I don't even have a leader for. They don't need it. Non aggro with Japan.

Plus you can hire one if you need one.

I used to play Italy so I learned generals optional lol.

In a WWII game you should be able to set your army up the way it was historically. You can give the 7th Panzer division just the right amount of men and materiel in 1940 and put it in the right location but you can't assign the 7th Panzer division (Rommel) to XV corps (Hoth), assign XV corps to 4th Army (Kludge) and assign 4th Army to Group A (Rundstedt.)
