How to play Byzantium?

I've been hearing a bit about playing Byzantium around the forums(and small French provinces like Brittany),I'm just curious how you can play these countries(I just recently figured out how to play any country on the map,but I don't recall being able to play these)

Nope,if you notice the "Countries you Protect/Love to see destroyed" thread,you'll notice both Brittany and Byzantium mentioned(although I have seen other threads containing the same thing,I can't specify as exactly which ones)

You have IGC right? If so, maybe you can't play them because you have not turned them on. When you go to IGC config, there is a box that has a bunch of nations and I don't remember all of them, but you have to click on the box to turn them on. Then you can probably go to the drop down box and pick those countries.

Ah, well if you don't have IGC I'd recommend downloading it ASAP... it's one killer mod, man.

To add to the previous poster, apart from being great fun (and made by the famous Doomdark, who now is a full-time programmer at paradox) IGC is also the method you'll have to use to be able to play Byzantium..

On another topic - your .sig, is the quote supposed to be:

If it is, then it is General Ferdinand Foch who is supposed to have said it during WW1. If not, then I wonder when Wellington would have said that?

Well, you wouldn't technically have to download the IGC to play Byzantium... Yoghurt has a very nice mod for Byzantium, as a matter of fact. But IGC is probably the best mod out there, all-around.
