So with the hint of different game play for different government types stating that as a tribe you have to answer to the clans made me think of one of my favoritest game ever, King of Dragon Pass

No other game has to me provided a more immersive experience of playing in a clan based tribal structure were you really get into the mindset of the thing. Your end goal in the game is to become a King or Queen and somehow unify a bunch of contentious independent minded tribes into a kingdom. It had characters And random events! And lots and lots of dealing with tribal customs:D What I am coming at here is that if Paradox manages to make playing a tribe makes me feel like I am playing the gsg version of King of Dragon Pass I will be very happy:)
