You need to create the empire of Tamriel as a human? if memory serves - Re-enact Talos basically.

You must form the Empire of Tamriel as an Eight worshiper, and be either a human (have one of the human race traits) or Dragonborn/dragon blood. I believe you then need to die whie holding the title, or that part might do something different now.

In short, be a human who worships the 8 divides as the emperor of Tamriel and die.

Empire of Cyrodiil, and either Empire of Hammerfell or Skyrim, plus one or two other kingdoms.

Plus you need Sancre Tor in order to find the Amulet of Kings. That is the most important factor.

You just need to own Sancre Tor and survey the province for a chance to find the Amulet.

Do you or a vassal of yours hold the Imperial Isle itself? It's one of the requirements for the decision to show up (apart from independence and 3 kingdom titles, one a high kingdom)

Otherwise, if it appears, you can mouse over the question mark which will show you the conditions and which one you don't fulfill yet (not at war, not a prisoner, 10 years ruled, over 24, amulet of kings, 2000 wealth, 1000 prestige, 500 piety, kingdom of Cyrodiil, not incapable/infirm/imbecile).

I was able to form Tamerial when I had vassel in charge of the Isle.

I don't think it does. Do you actually own the titles to those regions, or just the de jure land?

Nope. I created a dunmer Tamriel from Velotian Empire.

No, I believe you have to be an emperor to make it.

Three king titles, one should be Cyrodiil, one - any other united province, and one can be any.
