How to make the game prioritise RAM over pagefile?

Hi.

I have 8 GB of RAM and no subscribed buildings as such, but I like to have a couple modded roads, which I guess count as assets and clog my RAM.

I noticed that while loading, the game tries to load everything to RAM, but when that attempt inevitably fails at roughly 70%, it seems like the game just gives up, frees almost half of its allocated RAM and throws everyting at the pagefile :D

CleanMem reports 15 GB comitted (RAM + pagefile) while running the game, but when I looked up RAM usage in the Task Manager, I only use 5 GB, leaving 3 whole GB of RAM waiting to be used by the game.

My problem with the pagefile usage is that it is located on the HDD and thus slows my game. I'd like to use up all 8 GB of my RAM before resorting to the pagefile.

Can you help me with that?

the problem with a PC is that the operating system(OS), most likely windows 7 or 8.1 or 10, need a little bit of 2-3GB of ram
meanwhile steam is not very stingy in ram usage as well, needing sometimes up to 1GB, but usually 200-300mb
if you have any background programm running, eg browser or media player, they will again take a fair share of the ram cake

if you combine it all it will be hard do get even 6GB out of 8GB for a single program, and please dont cut down to much on windows things as this may even prevent you from playing the game
just open your task manager and look what your idle ram usage is, should be above 2GB and will never be available to anything but the OS
so my suggestion is

-either get more ram, which can be expensive
-get a differnet operating system, eg. linux derivate like ubuntu with possible low ram usage like 500MB or less, but then the game wont work
-get the old WINDOWS XP with glorious 200MB idle ram usage, and yes the game should support windows XP, leaving you with ~7GB of ram for the game, more aint possible sorry
-if you have a usb drive you can configure windows to use the usb for the pagefiles, and usb is much faster then HDD, but slower then SSD due to the interface

but dont uninstull your current Windows OS as XP is so old most current software wont support it anymore evne when the software is 5years old ore even older sometimes

If this is true, I'm wondering why the RAM usage spikes to 7-7.5 GB of RAM halfway through the loading stage and only then drops to 5 GB? Seems strange to me. If it can allocate up to that amount, what's forcing it to deallocate that amount just seconds after?

i may have misunderstood your figure of 5GB, if it is meant as total ram usage system wide then you should be able to get up to 7-7.5GB usage as when loading

what kind of video card are you using? some video cards will allocate a certain amount of your regular ram to store their textures and such, and if your video card laks the amount of vram the it will steal some of your regular ram without the system telling you straight up, if your using windows 10 you can look at the task manager and under gpu there should be a diagram for the shared GPU memory at the bottom, if that is anywhere but 0, your ram will be used by the graphics card as it has not enough vram (this can go up to 50% of the total ram, and CS can easyly use 2.5-3GB of vram on high textures)
to help with this just lower your texture quality and uninstall some assets that you dont ,but this will give you only ~.5GB

if this is you problem then again there is not much to be done beside better hardware(graphics card with at least 2gb of vram is much more expensive then 8gb or ram no matter wivh generation), which is expenisve, as windows will not put shared vram onto the HDD for obvious reasons, unless single digit fps is not obvious
