How to make the best of available IC's?

I have 79 available IC's, then i build 6 infantry divisions, and i have 54 left, yet i cannot produce anything else? What am i doing wrong?

Never mind the sarcasm in some of the posts, you're entitled to ask anything you like - we were all new to HoI once. If you're not sure what the references to sliders means, just ask, but basically your total available ICs have to be split by you in four areas (top right) by moving the sliders, and it's only what you have available for production that wil get used to build stuff.
