I passed the law but didn't get decisions or events pop up (latest SVN), anyone can tell me how exactly do I make them?

You should have the decision to form legions in the decision panel. It should also be marked as important by default, so it's weird..
I guess it's probably because I was using customize empire..?

Exactly. Actually it's not about customized titles, but about Titular titles. To be able to access Legions you need to have titles with de-jure land.
So far Legions are still very much a work in progress.
