Hows does one make new generals? I figured out how to make new censors by replacing pontifexes and praetors, but when I replace the the army and navy quasters I dont get new generals available. Almost all of my armies and navies are without generals right now because none are available for me to select. i looked at the requirements to become legates and as far as I can tell I have people that meet the requirements.

When you hover over the name of a current general who can be replaced, or the No Character line of units who are without a leader, a list of requirements should appear. In vanilla, I believe only former Rulers, former Censors (who can also be former Pontifex Maximuses, as you discovered), former Praetors and former Generals can become Generals, at least in a Republic. A Monarchy and Tribal nation has much more flexibility, at the expense of a longer term limit (lifetime!).

Quaestors are NOT eligible for becoming Generals (weird, considering their profession, right?) or Admirals unless they first become one of the above positions. If you want to add that, you'll have to mod your game files under /Common/Titles.txt.

If you have a chap 35 or over, you can appoint him civic magistrate, and after one year (two if you want to avoid the loyalty penalty) make him resign and give him command of an army or a fleet.
Or you can take any high martial, appoint him religious magistrate, wait one year, make him resign (loyalty hit unavoidable) appoint him censor, and again after one (loyalty hit) or two (no l.h.) years, resign and become commander.
Or play as monarchy. You can appoint anyone general.
Ridiculous? Maybe, but in real ancient Rome it was tougher. You can try Cursus Honorum 2.1 mod to get the flavour of it.
