How to make event on changing primary culture

How to make an event on changing the primary culture for a country?
For example: If there is any government but Presidential_dictatorship in Iraq, then its Primary culture changes to shia_arab culture (I'm making a mod about Modern World*). Or if there is any government but presidential_dictatorship in Syria, primary culture changes to sunni_arab.
