There are modular strip malls in the workshop to make your own.
A strip mall is just a row of many business in one long building. They usually are on main roads in residential areas to have many store in one spot. like, restaurant, liquor store, laundry mat, dollar stores, etc.
As the others have said you need to look on the steam workshop. I make them in my game, you will need RICO mod or similar to plop down the buildings and then I use Prop moveit tool to add signs to the generic ones

Sorry for posting on a relatively old thread, but make sure to also get parking lots and Network Extensions 2 as well as RICO for the modular strip mall sets. I used them to create this:
I also used surface painter to fill in gaps that had grass and modern lights to add light pillars to parking lots.

Yup! Directly in front of the shops is a plain street so vehicles can drive through it, it blends with the parking lot. However, you can use traffic manager presidential edition to restrict certain vehicles from passing through the street
