Yeah you can do work arounds via the offmap powers as they are the only actual buttons we ever had exposed to the script, but even they are limited in what they can actually do, but doing general UI modifications across the rest of the system such as the top bar etc. is not exposed to the script and mods.

Unlikely, that would be a very large rework at such a late phase in the game's development.
