As far as I know, one can lower infamy by releasing nations, random events, and being a Great Power. You could also edit the game files. Are there any other ways to lower infamy in the game? Thanks in advance.

Releasing nations gives you -5 infamy. Most of the time you wouldn't want to, but releasing Djibuti, North Borneo or Bonin islands for -5 infamy is a very good deal...
Natural + release are already quite substantial.
Have good laws related to CB generation. The faster it gets done the less bb you take. For example Sweden starts with so good laws / no press etc. that it can get the first one for completely free etc.

Yeah but you have to be Germany (or any kind of cultural union, should work for Italy too for example), while colonization is for everyone!
As NGFYou can probably burn through 100-ish infamy that way.
If you're playing Germany, you don't need to bother with trivial things like infamy anyway. Who's there to stop you from conquering all of Russia and France? Especially as Greater Germany (+Hungary, Croatia, Slovenia, Slovakia, Northern Italy, Bohemia and half of Romania...) which you can form way before 1850.
