How to longer the reign of a regent?

Every time my regent's reign is near its end, I get the tooltip that I can extend his reign in the Court menu. But when I click on it, I can't find a way to do that.

The button next to the regent's stats and personalities. Left one extends regency, right one allows to abdicate ruler

I believe you need Leviathan to get that ability, but the notice appears even if you don't own Leviathan and can't do this.
