How to limit AI unit spam late game?

I did some hands-off games with minor nations.
In my 1936 games the AI builds a lot of units late game (after 1945) since the IC is very high in the major countries, especially USA, but also Germany.
Any thoughts as how to limit that?
Some twitching of values in the misc.txt?
Or is it too much manpower?
Peace modifier IC?

Ill intervene.

To clarify, the original HOI2 engine, of which DH is a heavily modified version of, there was a daily manpower growth that was in fact much bigger than what it is now. A country like the SU could make, with all manpower techs, nearly 1 division's worth of MP in about 1 week. This meant that armies usually had a hard limit to their numbers, as units could not be produced without manpower. However, DH implemented the mobilization system, which meant your daily MP growth is miniscule, but you can extend your country's mobilization depending on the threat level you're facing. This created a tangent that makes it so the AI immediately jumps to extended mobilization, pumping units incredibly fast and getting no penalties for overproduction, vs a normal player who cant simply go that far due to the massive penalties stemming from extra mob.

Thus, the problem is one where the AI doesnt know how to stop overproducing. There is a command line that handles production vs IC, but i dont know how to work it.
