How to join allies as USA?

So I started a 1941 game as Germany captured most of the Red Army and Leningrad, Moscow, Stalingrad, and was fairly close to Baku and Sverdlovsk with no significant opposition. So in Nov '41 I switched to the USA.

Japan conquered China, but never joined the Axis. They declared war on the USA in Dec '41, but of course there was DoW from Germany. It's now June '42. My question is how do I go about joining the allies? Even if I DoW Germany (and take a 10% dissent hit for being such a filthy warmonger), the British won't let me into their club. You know, if FDR had gone to Churchill on bended knee and said 'Please let me help you defeat the Nazis!', I just can't see Winston responding with "STFU noob! Go back across the pond where you belong!"

All of this is a long-winded way of asking: Is there anything I can do in-game to join the allies? Or do I have to wait for Germany to DoW me?

Raise your relationship to 200, wait for PH. That's how things normally go. Of course, if you are not a democracy, you can kiss that alliance goodbye

The problem is that I am a democracy and do have 200 relationship with the UK, and Pearl Harbour already happened. Japan declared war on me and the UK at the same time. But Japan wasn't in the Axis, so Germany didn't declare war on me (in fact they are constantly begging me for oil even though I am at -200 with them).

The thing I don't understand is that even if I declare war on Germany, and even if I'm at +200, I still get zero chance of being accepted into the alliance.
