Simply put: I don't see the indoctrinate option on my observation post. Is it available from the start?

Shouldn't it at least show up as grayed out? The policy section doesn't mention whether it impacts that. And serting to active doesn't do anything.

Yes.

EDIT: I'm gonna blame Steam. The Stellaris wasn't recognizing that I had installed Utopia until I quit Steam itself. Problem solved.

So, now that I actually have Utopia working, and can indoctrinate primitives... how does it work? There's no progress bar or any indication that the natives are converting to my ethos.

I think it just gives them ethics attraction, rather than "completing" it.

On the stream I think there were event popups when the primitives changed ethics.
