How to increase tolerance of heathens and heretics?

This is my second "real" playthrough of EuIV. I'm playing as Vijayanagara in India, and my empire encompasses all of southern India. However, with that comes many religious minorities which generally stir up a bit a trouble, especially when I'm trying to get rid of my overextension (on my way to doing so).

Along with that, I'm weird and I like to roleplay being a tolerant nation in most of my games in EuIII because I'm kewl :3.

Besides the Vijayanagara NI and random events, is there any way to increase tolerance of heretics and heathens? I've scoured through the wiki, yet I can't really find anything. Anybody care to shed some light for my nooby self?

If you can manage to become a repiublic, then you can take the Plutocratic ideas, which have Humanist Tolerance, giving you 2 tolerance to heathens.

It's not just any republic. Noble republics, the default "collapse to republic rebels" government, does not allow plutocracy

Just swap governments.

They do require tech unlocks, you know. And Merchant (one of the plutocratic) is a special case, besides.
