How to increase size of windowed HOI3?

Good news is HOI3 will run on modern win10 GPU--GTX2080S that uses HDMI cable to monitor.
Edit settings.txt thusly:
fullScreen=no
borderless=yes

Bad news is that windowed screen is perhaps only 25% of screen size.

Does anyone know how to increase size to something close to actual screen size?
Tweaking the settings.txt size={ x= y= settings seems to have no effect. Or maybe I'm not finding the magic specific x&y variables...

Edit: Fox and Lion mod (r-click on HOI3 launcher in game folder, run as administrator, select mod) causes HOI3 to run normally in fullscreen! Hooray! Don't know if other major mods like BICE do the same...

Game with Fox and Lion mod (FNLB) now works normally in fullscreen, using all tweaks, etc. listed above. Without mod, using said tweaks, game starts in smallish-sized windowed mode, with necessity to tweak resolution to taste. FNLB is my favorite mod (BICE would crash too much), so now I've got a fully functional modded HOI3, and all is well with the world! Huzzah!

Each mod has its own settings.txt.
So if you look into that, you'll find the difference.
Usually I would edit this lines:
size=
{
x=1920
y=1080
}
fullScreen=yes

I never saw this entry though:
borderless=yes
