But, are they more in the 20-50% range, or more in the 50-100% range?...the numbers themself of how much you get with what occupation policy are of course subject to changett.

Harshest gives you all factories and resources but no possible manpower whatsoever. Note that the manpower reffers to the possible manpower, not the countries total manpower. You only get a fraction of manpower from occupied/annexed non-core states in the first place.
