How to have all factions active at the same time?

In my games I like to roleplay different factions vying for power or forming different government coalitions and whatnot, but it's very frustrating when my pops only stick to a couple factions. In my current game I only have 5 factions of spiritualist, pacifist, xenophobe, materialist, and egalitarian ethics. My empire is inward perfection spiritualist, so it's understandable why I don't have militarist or xenophiles, but I also have no authoritarians. Anyways in past games I've been able to achieve having all 8 factions with my current empire setup, but it's rather hit or miss. My main species and only citizen species is deviant, so I'd assume that they'd be more likely to pick other factions, but they're still pretty loyal to ruling ethics.

What's the are ways in which I can increase the ethics attraction towards militarists, xenophiles, and authoritarians without changing my government ethics or civics?

Conquest of pops with required factions helps. Existing faction is one of weighting points. Plus pops shouldn't be slaves. Having robots, strong pops, aggressive neighbors and decadents will help. Authoritarian government will help as well, preferably Imperial.

Xenophiles are tricky. Research agreement with aliens, preferably Materialists, and having Charismatic pops, will wait toward them (and Materialists), but IP will affect it very negatively.

Don't have fanatic ethic. Three governing ethics and deviant popd usually make me eventually have all factions when I'm multicultural/populous enough.
