How to hand out republic/church titles on a king level?

I recently became emperor of the HRE, and now I can create several kingdoms: Italy, Germany, Burgundy, etc.

I've started to enjoy having doges as vassals though. When I was conquering other people's lands, I made the claimant a mayor (or a bishop) before pressing his claim, making him a prince-(arch)bishop or a doge. Now that works even when pressing claims for kingdoms. However, as emperor of the HRE, I can create those king level titles, yet can't grant them to mayors or bishops.

Anybody got an idea how to make it work as emperor? I guess I could revoke 50% of the counties of said kingdoms, grant the counties to a mayor and wait for him to create the title by himself. But I don't see how revoking that many counties is feasible.

I usually give most of the land (usually minus 1 duchy) to a doge and make the last one a duke and give him the King title. Bonus points if the doge and the duke have opposite traits. Sooner or later the Doge is going to revolt and take over the kingdom giving you a Serene Doge.

Well you SHOULD be able to... Do they have a county and/or duchy within the said kingdom? If not, granting them one might solve the problem.

Really? I thought you could vassalize the Pope in some way like that... but wait. Ahh, it was them being a claimant right?
So, you can give kingdoms to bishops/mayors, however you need them to be claimants to a kingdom you don't personally own and then press their claim. Not sure if this makes the said kingdom a feudal title or a theocracy/republic though.

You can make Doges anywhere by giving a Duchy to a Mayor in a county you also hold directly. Shove loads of those Republics under a vassal King and you will end up with a Serene Republic eventually. The same goes for making Theocracies, I've seen Theocracies emerge from Bishops rebelling multiple times. It is easier for Bishops though as they commonly have a weak claim because they were knocked out of succession for being a bishop when their brother or relative inherited, but still have some kind of legitimacy being King.

The game forbids King-level titles being directly granted, but you can press claims.

Does the game forbid vassal lord-mayors from creating/usurping a king title?
I'm an emperor and gave my mayor of venice the county and all it's (drifted) de jure lands and he doesn't usurp the kingdom title. He has enough gold that's for sure

The problem is you need two ducal titles to create (or recreate) a kingdom, even if they're already extant at game start.

Definitely pre 1.07. Possibly even pre 1.06.

Problem: If you're not their De Jure Emperor or it's not a titular title (there are a couple titular king-level titles floating around that an emperor can make) they go independent if you console in them a title.

Bah, my doge vassal has 2 duchies, 12/19 counties, enough money and enough piety, but doesnt create the kingdom of Africa even though all conditions are met. That sucks.

Say it to some holy order, who conquered France by crusade... and keep all duchies of it, without creating France.
