I recently became emperor of the HRE, and now I can create several kingdoms: Italy, Germany, Burgundy, etc.
I've started to enjoy having doges as vassals though. When I was conquering other people's lands, I made the claimant a mayor (or a bishop) before pressing his claim, making him a prince-(arch)bishop or a doge. Now that works even when pressing claims for kingdoms. However, as emperor of the HRE, I can create those king level titles, yet can't grant them to mayors or bishops.
Anybody got an idea how to make it work as emperor? I guess I could revoke 50% of the counties of said kingdoms, grant the counties to a mayor and wait for him to create the title by himself. But I don't see how revoking that many counties is feasible.
