I don't think it is possible.
I also ran into the same issue in my current game, and it started before I even had researched sapient AI. Seems just building non-sapient robots is enough to make the Egalitarian faction unhappy, and they all come with locked migration controls on by default, so you can't remedy it regardless.
On another note, there is no longer any indication whether your android population is either a robot/droid/synthetic, just "Mechanical" and that doesn't change.
