No, that's a random event. You'll need a bit of luck to get it to fire.
The most straightforward way to become a fascist/communist country is obviously to move the democratic and political sliders as often as possible. Even if you want to avoid too much dissent, you should be able to move the sliders three or four times a year.

Ok thanks for the advice. I'm going to a lan game with my friends and i wanted a sure way to get my USA a dictator. Ill try that revolt thing in SP first.

EDIT: I tryed the revolt way. Rebels overran my country fully. Got communist USA, but whats the idea of having a communist country if your country is full of rebels. Did i try it too early or what??

You'll have to either build some divisions first. Or you can force-fire the event by using the console - F12, then type event 3718 for Communism. I didn't see an explicit revolution event for fascist, so you'll just have to move the sliders to Paternal Autocrat, then when the 1936 election hits, you'll get a PA cabinet.

(I'm also working on a Communist USA mod right now, but I just started and can't promise that I'll finish and release anything).

It has become much more difficult in AoD to survive as a country with high dissent. ESE will go to hell and divisions will run out of supply, etc. That's why I suggested aiming for 3-4 sliders moves a year while maxing out consumer goods production to get rid of as much dissent as possible. That should get you towards fascism/communism within a few years.

PS: If you cheat anyway, just type in 'freedom' in the console and you can move your sliders manually as often as you'd like. :) Or use event 1005 as needed, that's a random-event that removes 5 dissent.
