There seems to be a path into the Burning Library with footsteps icon, but it's up the cliff and there is no way to get up there. Anyone knows?

Yes -- there is an alternate exit for the first floor (the one you start on) of the burning library that takes you to that location. It isn't hidden, per se, but it is a bit out of the way so it is easy to miss. I didn't find it until after I cleared the library, for example.
The accessibility of this area seemingly depends on how you handled the conquest. You need to have chosen to go for the library on the third year, and you need to have warned the sages about the edict. If you didn't do both, the Edict will have taken the sages by surprise and for lack of time to prepare, the Edict's effects will have caved the passage in.

There is an Artifact accessory in the southern portion of first floor map that you can only access when you end the Edict, I think the flavor text indicates that it wouldn't be available if you didn't spare the sages in Conquest. Not sure though.
A spell expression or accent. I'd check but my library actually has the passage blocked, even though I was sure I handled my conquest with this very goal in mind.
I did another playthrough and chose Library through conquest. If sages are warned about the Edict it will open a passage in the Library on the left side, it will lead outside. I got a masterwork hood from there, but I think loot is random there. So Library conquest is not worth doing just for that, but it is worth doing if you want to gain favor with Sirin - you can make two choices in her favor during that conquest.
