As far as I understand, I should be able to demand Christian (creatable) titles from religious enemies without a claim, regardless of my or their rank.

No matter which way around it's supposed to work, it's inconsistent and therefore most likely bugged.

I disagree, it's not inconsistent and it is not bugged. You are not meant to become Prince of Kiev unless you actually own the provinces that make up the duchy of Kiev, or get the crown from a Christian ruler. Pagans and Muslims inherit their titles all across the map and it makes no sense allowing players to easygrab titles from their one province pagan neighbour in Estonia who inherited some random duke title from the Caucasus, or from the Last Emir of Sevilla (TM) who through some fluke inherited his third degree cousin the Emir of Paphlagonia and Bumfuckistan and lost all provinces that used to belong to that region.

I owned 5 out of 6 provinces of Novgorod, yet I didn't get the option to demand the title Prince of Novgorod in a peace deal when I was a count.

I owned 5 out of 6 provinces of Novgorod, and I did get the option to demand the title Prince of Novgorod in a peace deal when I was a King five years later. I still had no claim. My count and king were the same person. The High Chief of Kiev was the same person and was Pagan in both cases.

How isn't this inconsistent?

Because you don't own a claim on the tittle. Its that simple.

Either you usurped the title, thus getting a claim, or you got the claim through an event (a neighbouring ruler insulted you at a tournament etc) and missed it or forgot about it somehow. The game simply doesn't allow you to ask for titles that you don't have a claim on at all (apart from titles a courtier has claim on), I don't see why you keep insisting that it somehow should let you do that because your opponent's a pagan :confused:

Did you bother to read what you quoted?

Most likely you had the claim but didn't notice it. My game I have so many claims that its almost impossible to see what claims I have until I start the war or see the peace options. Put still if you don't have the claim you can't demand the tittle. So most likely scenario is that you had the tittle and just didn't notice it. Also are you sure you demanded the tittle to yourself or someone else for example your vassal or courtier in your court who had the claim on tittle as you can do that also and if you don't check the info clearly you might claim the tittle to someone else than your king.
