I'm uniting the HRE as Austria and have only the final decision left with 20% Authority in my pocket.

All HRE states are already independent, so no Imperial Liberation. It's been 20 years since the last time an HRE state got attacked, whether by another HRE state or by an outsider, so I can't answer calls for defense...

Will releasing 1-2 states as vassals work? It doesn't really matter since they'll be annexed as soon as the decision is passed.

Nope, they're all removed and the HRE is dismantled (obviously). You do get a +2% Prestige bonus, though.

Edit: The only other way to really get any additional IA is to go claim some new land and join it to the empire for +1 IA and -1 Mag.

Vassalization in general is too powerful. The relationship should be difficult to manage, and if relations are low they should betray you and join enemies during wars sometimes etc.

Forgive me if this is already in the game, I never see it.

Unification is worth it. An unified HRE, even early in the game, has twice the manpower of France (Around 250K at least) and four times the income (Around 400 ducats monthly). It gives you virtually infinite money (As you will be making several thousand ducats in census tax) which you can use to build dozens of manufacturies, propelling your technology way ahead of everyone else and giving you even more ridiculous income. You also get direct control over Lübeck, Genoa, and possibly Antwerp which will be three of the biggest CoTs in the game just by virtue of all your provinces trading there. With direct control, you can embargo Venice to get all the money from the south German and Lombard trade through Genoa, which you can easily monopolise if you're mercantilist. You also get cores on ALL HRE provinces, not just ones you inherited during the unification. Usually, this means an useful CB on your immediate neighbours. If you're catholic, you will instantly become papal controller as all the German cardinals effectively defect to you, and you will be able to remain so indefinitely as long as you keep good papal influence, as you'll have more Catholic provinces than everyone else.

That can happen in HttT, although up until now it wasn't possible.

Yeah. I underestimated unification. You're less efficient than you were as a smaller nation enjoying all the bonuses and vassals, but efficiency is not really relevant when you're such a behemoth.

+1.

I would say that you should wait some time before you take the vassalage-reform.

Why? Wait until more countries join the HRE, I managed to get France, Spain and Poland to join.

Then i gifted all HRE-states to +200 and the only country that didn't want to become my vassal was Poland.

So, before 1500 and the reformation, all of western Europe except parts of England belonged to the united HRE.

They can now break the alliance and DoW.

this is nice however it requires a rather extreme situation to happen imo since the vassal relation bonus makes up for to much negative behavior, the vassal relationship bonus should be negative or removed in order to require the master to spend some effort on maintaining the vassal.

Not in 4.1 though, AI nations won't join the HRE if a player is the Emp.

 I've been enjoying spreading the HRE as far as possible too... Still I suppose I could always mod it back... :p
