How to get Sigil of Wild Magic?

Is the Sigil of Wild Magic related at all to the School of Wild Wrath event? Or is it related to the Sages? Or neither? How do I get this damned thing? I'm in NG+ 5 or 6 and still haven't been able to find it.

I got it during an anarchist run. It's possible it was from a random encounter with someone who had many scrolls to sell (near the Burning Library I think). You can travel repeatedly in the same area in order to trigger all the ones available to you.

I also got it from some sage in a random encounter (Stone Sea area), rebel run. Speaking of these random merchants, does anyone find it odd that they are often selling a bunch of elixirs (permanent stat-up items) for a ridiculously low price (50 copper)?

Thank you! That did the trick. It is amazing how scarce some Tyranny information is on the internet. None of the wikis, nor google, nor reddit, nor gamefaqs had anything on wild magic location.

Would I be right to guess that Sigil of Dazing and Sigil of Impact (accent/enhancement sigils) are also from wandering merchants?

Unless they have some obscure requirements I don't think they can be found (just like the Sigil of Piercing Strength I).
