So one of my planets became Center of Drug trade. How to get rid of it? It seems to be a permanent modifier. I want it gone.

From what I remember, you need low crime to fire the event. No crime & employed enforcers give MTTH reduction.

Should I just vassal them instead? Will that also remove syndicate? Cuz it's silly to fight a hard war and conquered nothing.
Crack their worlds and purge their species from the galaxy.

Don't forget to activate the negotiate with crime lords decision before getting rid of crime though.
It gives +10stability and can remain active even after crime is gone.

The event will eventually go away, but it takes awhile, even at 0% crime. Sometimes it actually gets worse since another event will fire that creates a "mob rule" modifier despite there still being 0% crime.

This happens when you've had some crime for an extended period of time, and the criminals have built a crime network. To deal with this, use whatever method to keep the crime level at 0, stay at 0 for a few years, and the crime network will eventually be uprooted.

In beta 2.2.3 an AI criminal installs many syndicate on my planets and I put enforcer and anti crime to make it 0% crime, and for decades it still does not remove any syndicate, how to get rid of it so I can remove that building?

For crime caused by criminal syndicates, just keep the crime low, and the syndicate empire would loose profit from this planet. After some time they will either shut down the branch office due to not making money, or they will go bankrupt, by which time either you or another empire could attack the syndicate empire and destroy it. But yeah if a syndicate empire has set its mind on causing problems, there is no solution that is both easy and permanent.

Expropriation Wars are often easy, AI will often surrender without you even moving your fleet once war exhaustion gets around 50%, and all you need is a white peace to get rid of the corporate holdings.

It's the same as in Europa Universalis IV - wars in which you only want modest gains but cannot easily get 100% war score are not worth fighting until a few years have passed.
