So my terrible leader just recently died leaving a minor on the throne. Now I've been looking for a decent education and I've found a few people I would like to be educated by. Only every single person refuses. I can't invite any of them to court, I've tried getting them to like me, their lieges to like me. Nothing changes, it's stuck with -1 (I guess) from Base Reluctance and the only alternative are all the idiots in my court.

You can look for claimants that might be willing to come to your court. Realistically it's probably not going to happen. You don't have to worry too much if you make the right choices during your upbringing, but if nothing else you can blow piety on a lot of holy men until one shows with a level 4 education or genius/quick.
