How to get or create more officer corps

I want to add a officer corps but there is nothing that I can pick (I am using "road to 56" mod)

i don't know the mod, thats will be very odd on regular game.

anyway, Do u have any level 4 Field Marshals? u can promote them to "Chief of Army".

With vanilla you can promote Generals / FMs to Military High Command role. Though I've never used it myself. As far as I remember once you click a general details you see the commander traits tab. To the right of it there will be another tab where you can promote High Command.

On top of the Traits tree you have two tabs: "Traits" and "Officer Corps Roles". Use the second one to assign a High Command role.
