Does anyone know for sure what the old values were for retinues? I'd like to know so I can tweak my files to match that.

Retinues were perfect when released, then they were nerfed into the ground and became only useful for people that can raise so many levies they don't need retinues anyway.... So stupid.
Now if you want say 1000 housecarls you need to be able to raise 40k levies anyway, so they really do nothing for you since their % of your total force is so small.
Can raise 20K(11K from demesne) levies in my current game and have 4.4K Andalusian cavalry retinue. It's around 40% of my demesne levies, but more useful than them.So cool when a feature you paid for gets basically rendered useless.
Kinda why I think the reinforcement rate needs speeding up, the cost needs reducing, and the rate of cash loss for standing army should be less.I find the amount of retinues you can have is limited more by your income than by the retinue cap.
