If you don't have the El Dorado or Conquest of Paradise DLCs active, you have to border someone with Feudalism and then pick the "Reform Society" decision. I would develop institutions before the Europeans arrive, you can't embrace them as a Primitive but they will still spread and you can embrace them after you enact the decision.

It is easier with El Dorado or Conquest of Paradise.

I still find the ADM 8 requirement for that decision that was tacked on when new world gameplay is already a joke travesty of waitfest to be disingenuous and mean spirited to non-DLC owners.

Still with neighbor bonus stacking the way it is right now you can probably vault forward pretty hard in the other tech groups. I might go so far as to rush tech ADM before the modifiers get too bad, expanding with vassals (there's not much rush since you're going to be waiting > 100 years regardless).

- Something like exploration --> innovative --> tech 8 --> get to the 10% tech discount button.
- Hold DIP at 3 (annex vassals, expand in Mexico or SA, develop) and MIL at the minimum required to conquer natives.
- Develop for institutions in 4 provinces adjacent to each other, one being a trade center so everything spreads.
- Do vassal/annex in Brazil for a European border but don't click on for collapse of society.
- Store up the monies for institutions.
- Burst tech MIL/DIP using neighbor bonus after reforming society and embracing institutions.

The game lacks several core features without all the DLC. For example I don't have access to the "Support Independence" button as Sweden (or anyone else for that matter).

I pretty much did your strategy to rush and develop Feudalism in my realm. But I was conquering land very quickly and even when I had admin tech 8 and stability 2, Feudalism hasn't spread. It spreads notoriously slow. Especially since there is literally only 1 provice that has it (My capital Cusco).

That's literally impossible before you embrace Feudalism, which you can't pay for. And you need to be admin tech 8, and have stability 2. So you have to wait forever because Incan nation is very long and thin. So spreading Feudalism can takes centuries even if you develop it in the 1460's or so.

Spain arrived about 1530, and you should not see any european earlier than 1500 so yes, you have a long wait ahead, dont capture all the land too quickly, only the rich parts to fund your colonist if any, make use of show strength

if you stick to inca you have to give a lot of land to the europeans (lose a war), at the very least 4 provinces so they complete 5 and create a colonial nation, make sure the CN has enough land to be 10% of your development, the colonial nation will get feudalism on those colonies quickly, then rebels may flip the land back to you, or you will declare war on the CN before it gets any decent number of units, the overlord shouldnt join the war.

Now you have 10% of development with feudalism (and possibly other institutions).

Your goal here is to get colonists and colonies in a single colonial region next to an european so that you can tribute those colonies towards forming a colonial nation, only then (after having fast colonists) do you want to reach tech 8.

After feudalism, you let it spread to 1 adjacent province and develop renaissance there, same with colonialism and printing press. This gives you 4 ~33-37 development provinces adjacent to each other that spread institutions fast. Even if you magically had 0 LA in all other provinces, you'd still need > 1300 development or so in order for this not to reach the 10% threshold.

I'm well aware DLC has what are now designed as core features. However, in this instance in particular the ADM 8 requirement didn't exist until 1.20 or so. It's something they deliberately and disingenuously added much later than El Dorado just to screw over positions that are already stuck with "wait doing nothing design"...unless you have the DLC. Of course the other nonsense patching to these starts also made the new world a waitfest no matter what DLC you own, but w/o DLC you're talking > 1/2 the entire timeline is waiting. Sucky, unnecessary, and it wasn't even the case back in 1.4. Why was the new world actively simultaneously made easier to play and more oriented on waiting around? I don't know. It was though.
