How to get more from tariff?

I am starting as China from 1836, 1.03
My tariff is always dropping, from 4k to 200 in 1838. My balance counts on tariffs. What can I do?

Not much. In my experience the reason you get so much to begin with is that many POPs start the game with an amount of cash, once you've bled them of it, tariff income drops.

That is true, sometimes lowered taxes can result in so much higher tariff income that the total income increases.

Uncivilised nations have a horrible tax efficiency, so with full tariffs it can be best to lower taxes to 25-35% to get more money overall. That way your pops have more to spend on imported goods, on which they pay you tariffs.

I tried to lowered the tax, but the tariff did not seem to grow anyway. However I managed to get civilized... Now cash pouring in.
