Its probably too late now, but generally if you want to speed through reforms after disabling internal wars, you purposefully set up things in the years beforehand. Specifically, leave alliances between non HRE members and wrong religion/blobbing HRE members. Attack outside the empire and the CTA will bring princes to the fight that you can work over for IA.

Example: Leave France allied to Protestant princes and force convert to Catholic after DoW on France.

Burgundy is also a really nice amount of IA, whether or not the inheritance fires. If it doesn't, don't make them release any princes until after Landfriede. If it does, release them for ~20 IA.

Poland isn't Habsburg unless you RM them and they get an heir before the PU happens.

The same dynasty with Hungary is pretty unimportant too. You'll miss out on the special cb that only appears if the AI chooses to pick a new ruler, which I think has a 50-50 chance. But the quest "The decline of Hungary" will still pop up regardless of your dynasty and you can force a PU that way.

Attack non-HRE nations that either can release HRE nations (France, Burgundy, Denmark, etc.) or are allied to HRE nations who can (any1 in the empire who's blobbed). Enforce religious unity (make sure to do the nations you want to convert in order from lowest--->highest relations with you), but only do that right before you want to pass a reform. That way you don't risk losing the IA from the nations changing back before you can use it, and if they do change back soon after, you'll be at 0 IA and won't lose anything.

I had no intention of being HRE until late in the game and found that by adding all my Eastern Europe provinces, then releasing them as vassals, earned me incredible IA. I did have a very large empire, but I was able to march through the entire reforms list by 1. Forcing France, Spain, and Naples to release the small number of HR provinces 2. Force release HR members from larger HR members, 3. Add all of my continental and Scandinavian territory to the HRE, 4. Release vassals (Hungary may have been worth an entire reform).
