going naval will improve the probability for explorers
going land will improve the probability for conqs
narrowminded will improve probability for both

iirc

you could check the event files for further info.

competing with ai-portugal and ai-england should be quite possible, I have managed to be the leading colonial power as Mecklenburg (As well as owning almost everything german) most of it due to stupid ai though.

In vanilla EU2 you get one chance for each of the following combinations:

Explorers:

- (post 1550) land 3 or lower + naval 11 + trade 3
- (post 1550) land 1 or lower + naval 11 + trade 3
- (post 1600) land & mercantilism 3 or lower + naval 18 + trade 5
- (post 1600) land & mercantilism 1 or lower + naval 18 + trade 5

ie. you have to be a naval country to get explorers at all, and going free trade gives you a higher chance.

But you want to go naval & free trade anyway for the colonists.

Conquistador:

- (post 1550)
- (post 1600) innovative 3 or lower.

ie. any country can get conquistador but you can double your chances by being narrow-minded.

Each of the above is cumulative, so you can quadruple your chances of getting an explorer by going land 1 and mercantilism 1 (or lower) and getting naval 18 and trade 5 by 1600.

AGCEEP has different requirements, eg. conquistadors require going land (unless you're european), so it's either explorers or conquistadors for non-europeans. Doesn't make much sense in relation to history, but it's aimed at reducing AI colonisation obviously.

I'm sickenned to see such enduring urban legends. :( As dsk showed, LAND doesn't improve your odds of getting a conquistador, except for non-europeans in AGCEEP.

Going NAVAL is an utter requirement to get explorers. Without at least two steps towards the Naval end, you won't get any. And free-trade (low mercantilism), not narrowminded, improve the odds.

Also, for conquistadors you have three events giving one, and only one of them asks for a low narrowminded.

By the way, there's a good Random Events FAQ in the FAQ section, which clearly explains the odds of getting random explo & conq. ;)
