How to gain tributaries?

Hi! I am currently playing as Jianzhou. I am still a tributary of Ming. I don't find the option to diplomatically offer other countries become my own tributary, nor I see the option to impose it in a war treaty. Why is it? Under which tab is the offer tributary option in the diplomatic menu?

Tributaries cannot form their own tributaries, only vassals (and PU's if they're Christian).

Break your own tributary relationship with Ming in order to form tributaries.
