The Turkish manpower is just so low that you simply can't build any additional division. Any advises? Thx!

Same as usual? Just up your conscription or, if you can't do that, take the relevant national focuses?
Turkey is already on Limited Conscription at the start. Which focus helps increasing manpower btw?
open up the focus tree and go up to the top where you see icons, look for the one with three people and it will only highlight all the focuses that improve manpower
The human wave doctrin has 5% manpower not far down the right tree. Its nots optimal, but i found manpower a big problem too when i played turkey. So i did that.
