I remember in on of the patcha they added the ability to form Byzantium but what is required to get it?

You start as greece. You have to regain all your cores and Istanbul (Constantinople) and you must gain a small part of Anatolia south of Istanbul (forgot name of region). You have to enact numerous decisions, like Megali Idea, and then you can form the Byzantine Empire. It is a challenge, however, and don't expect to do it in the first 10 years with out luck.

Greece can form the Byzantine Empire as Onipix stated. The Megali Idea is what you need as it will give you cores on Thrace, Bursa and Izmir. Not sure what requirements are for the decision, in my game (see signature for the AAR link) I think it was when Greece became a GP.

Once you control these 3 required provinces you get the decision to reestablish the empire. However - in v 1.3 the Ottoman/Turkish capital is Istanbul in Thrace, and consequently you can only take Thrace by destroying all of the Ottoman Empire. This is a long process and especially challenging if you want to stay under the 25 infamy limit. In v 1.4 the capital is moved to Ankara, so it becomes easier to create the Byzantine Empire (but miss out of the pleasure of ripping the OE apart).

I have a mod that lets me claim capital provinces with a very high warscore requirement.

i have the latest beta but for some reason the ottomans wont move there capital to ankara i even own all the regions around istanbul

I don't own this game, but I am getting this, but no, it is against Paradox Policy to get too far into the subject of ethnic cleansing, genocides, and the like.

That seems like a good policy, though I'm not sure it applies here since it's a population exchange. The gameplay benefit for Greece would be additional Greek people for NF purposes. But I guess you answered my question, thanks.

The only problem is that the game quite openly allows you to order your own citizens shot at Chartist rallies, or intentionally let tens of thousands die from Tuberculosis. Nor should we be forgetting the 'rape and pillage' negative population modifier on occupied provinces. By contrast, a population exchange is rather tame.
