How to form the Archduchy of Austria?

Apologies if this should go in the main download/FAQ thread; I wasn't 100% sure.

How does one form the titular Archduchy of Austria added by HIP? The only requirement tripping me up is that the "(x) title is NOT titular". How am I supposed to create this titular title when one of the creation requirements is that the title be not titular; am I missing something?

Rather, because its historical creation can't be simulated without railroaded events.

Didn't there used to be a decision where you created one title and you could turn it into the other if independent? Or was that CK2+?

anybody knows how to create the HRE stemdutchies?
does the emperor really nees "strong crown authority"?
i mean it doesnt make much sense....a stemdutchy-creation makes more sense with a weak emperor, because the emperor would lose a lot of his influence in that Region....

I don't know if it is accurate in newest HIP, but if you want to create Archduchy of Austria, you should own duchies of Österreich, Steiermark and Kärnten.
